CCC License report :

By design, license tracking report provides all license information both on TSCO and TSCCC regardless of whether the customer has installed CCC or not. If the customer has no CCC installed then the information related  to TSCCC can be simply ignored.

The numbers shown in the license report are measured on entities that are in TSCO (regardless of CCC feature) .
 
This doesn't mean necessarily that the user has ever used or has ever installed Cloud Cost Control in their environment. It's a measure produced on systems as described here:
