Take a look at the "Developer Studio Guide" and "Migrator Tool guide" from the BMC Support site to understand the various feature and how to work with them.
At a very high level "Developer Studio" is used to created and manage form/workflow/application/import/export *def file on one ARS, and the "Migrator Tool" is used to migrate data/def from one ARS directly to another ARS.
