Set values similar to these in the Tomcat Java options (or corresponding Java application configuration file):

-Dcom.sun.management.jmxremote
-Dcom.sun.management.jmxremote.port=8086
-Dcom.sun.management.jmxremote.ssl=false
-Dcom.sun.management.jmxremote.authenticate=false

Then direct your client (JVisualVM, etc.) to this host on port 8086.

From jvisualvm under File menu select 'Add JMX Connection' option
In connection field specify hostname:8086
