Cause

Looking at the timelines from XBM STC and the IMS Control region Address space, it looks like XBM Initialization Completed and XBM hooked the DLI/SAS region before IMS Control region

Solution

Resolution: - You can do any one of the following, please ensure that any Batch Dl/I process should also be quiesced before attempting any of the following option.
(1) Start XBM and wait until it is active to start IMS.
OR
(2) Start IMS and wait until it is active to start XBM.

Note:- If you are not on XBM VERSION 6.2.01 and does not have the required PTFs - BPE0443 & BPE0449 applied which were related to this error "IMS control region fails with S0C4 abend in the DFSRDS00 After Shutdown". Either upgrade to XBM Version 6.2.01 and/or apply PTF - BPE0443 & BPE0449.
