Virtual Marketplace Entitlements have suddenly stopped working in DWP Catalog. Previously, entitlements had been working effectively, but now all services are available to end-users and entitlements are not being taken into account. 

In most cases, this issue is caused by the "Enable Full Catalog View" option in DWP Catalog being enabled.  By selecting "Enable full catalog view", all published services in the DWP Catalog will be available to all users. All previously created virtual marketplace entitlements will be overwritten and ignored. When Virtual Marketplace entitlements are enabled on the Catalog, this feature should not be enabled.

Check the settings with these steps:
1) Login to DWP Catalog as Catalog Administrator
2) Go to Services -> Entitlements
3) Ensure that the "Enable full catalog view" toggle is turned off.
