Problem

Several decollation missions mistakenly remain in status "Wait Scheduling" after the NEWDAY process in internal mode, instead of the status "Waiting for JOB".

This happens if several decollation monitors are activated and if one of the monitors continue to process a long mission when the NEWDAY process is started.

This change improves the synchronization mechanism between monitors during the NEWDAY process.

Apply PTF for BMC APAR BD10780.

For 9.0:  PTF PG07123.

CTM00008075 addresses this APAR/CCID.

This ptf is included in release 9.0.21.200.
