- Creates a file watcher rule file which contained the time frame to monitor the file modification and submit the rule file with ctmfw utility. 

- Below is an example of a rule file that monitors filenames starts with the string "TEST" that resides in the "/tmp directory" and has the MON_SIZE_WILDCARD, MIN_AGE and MAX_AGE parameters defined to monitor the modified time range of the file. For more information about the parameters, please refers to Control-M documentation.
