After an outage of Control-M Workload Archiving it is still attempting to retrieve job Output and Log from Control-M which has since been purged.
Messages similar to the following occur in the Control-M Workload Archiving logs:

CAR00069842 has been resolved in Control-M Workload Archiving 9.0.00 Fix Pack 3

Workaround if version 9.0.00 Fix Pack 3 cannot be installed.
 

1) Backup and edit the file SystemParameters.xml file in ARCHIVE_HOME/config
2) Change the line:
   <Parameter><Name>no.of.allowed.failures</Name><Value>3</Value><SelectedType>Integer</SelectedType><Description>no of failed collection retries.</Description></Parameter>
to read:
   <Parameter><Name>no.of.allowed.failures</Name><Value>0</Value><SelectedType>Integer</SelectedType><Description>no of failed collection retries.</Description></Parameter>
3) Start the Archive Server
4) Wait until current Job Logs and Outputs get archived
5) Revert the change performed in step #2
6) Start the Archive Server
