Why does ARMBARC first run requires ALTER authority on migration to V13.1.01 ?

Answer

A change made to V13.1.01 requires that the history file is larger. The first run will alter the size of the history file to the new size. This alter requires ALTER authority. After the first run, update authority will be needed just like V12.1.00 required.
